In Internet Explorer you should click Internet Options and then click Delete Files, ensure that Delete All Offline Files is ticked and click OK.

Reinstalling Outlook Express can also help. Done properly using the installation disk or installer you should not lose any of your emails, contacts, or other information that is stored within the application.
